**Description**: Controls whether unauthenticated users can complete checkout.

* When `true`: Guest users can proceed through checkout by providing email and phone
* When `false`: Users must be authenticated to access checkout. Unauthenticated users are redirected to the login page

**Used in**: `IndexPage` precondition check
